Background

The International Republican Institute (IRI) is a nonprofit, nonpartisan, organization dedicated to advancing freedom and democracy worldwide. Since 1983, IRI has worked to develop democratic institutions and ideals, carrying out a variety of international programs to promote freedom, self-government and the rule of law worldwide. IRI provides technical assistance in the areas of political party strengthening, developing civic institutions and open  elections, promoting democratic governance and advancing the rule of law.

In 2022 IRI Kyrgyzstan launched its “KELKEL” online political debates, using a model that incorporates elements of a debate and a talk show format. The debate shows began filming in May, 2022. IRI intends to provide a spotlight for young, dynamic political leaders who might otherwise struggle to gain visibility in traditional media outlets, to foster genuine and open discussions on issues that matter most, encouraging diverse viewpoints and solutions.

IRI has now produced total of 20 episodes of the show and is seeking to purchase total of up to 70 episodes. The purpose of the show remains the promotion of the emerging young political leaders who offer fresh perspectives on various societal and governance matters and who might otherwise struggle to gain visibility in traditional media outlets. In today’s world, it’s imperative that these leaders are given an opportunity to share their insights, visions, and policy ideas, without the constraints of censorship. The Contractor will be required to include marginalized voices (esp. women and youth) in guest selection and viewpoint representation, and the shows will continue to be in a debate and talk show format. It is of utmost importance that the debates are free from any undue censorship that might hinder the participants’ ability to express their opinions. Minority rights and diverse
perspectives must be respected and actively encouraged throughout the debates. During this period, “KelKel” will also focus on making their episodes downloadable for archiving and easy sharing purposes, as well as improve their reporting techniques addressing all aspects of accomplished milestones (with explicit data and post-show analysis, to include analysis of audience reactions in social media and the press).
