Peace Corps/Kyrgyz Republic has begun a new construction and move project in 2024
For the implementation of this project, Peace Corps/Kyrgyz Republic now seeks a qualified PROJECT MANAGER to take a lead role as described in the Statement of Work (SOW). See the link below to review the SOW, application instructions and closing deadlines for submitting applications to Peace Corps.
MINIMUM REQUIRED QUALIFICATIONS
- EDUCATION: Minimum BS (bachelor’s degree) in Architecture, Engineering, Business Administration/Management or other relevant field involving the design and construction of commercial office buildings. (Review the SOW for details)
- EXPERIENCE: Minimum of three years of relevant experience with new building construction and move projects (Experience will include: managing large design, construction and move projects for buildings/offices. Candidate should have excellent technical expertise and advanced skills with project scheduling tools to successfully track, manage and oversee the quality and timeliness of all construction work to achieve project deliverables. The ideal candidate should have an architectural design or engineering background with the required project management skills.)
- EQUIPMENT: Candidate must have the computer hardware, project-management software/applications and phones to perform the Scope of Work.
REQUIRED EXPERIENCE, SKILLS AND ABILITIES (Refer to the SOW for further details)
- Prior relevant experience of project-managing new construction and office moves, or other projects of similar complexity in the past five years.
- Able to provide professional references (minimum two up to a maximum of five) on past work performance contracts and background
- Candidate must have an advanced level/fluency in written/oral Kyrgyz and Russian languages. (PC will test short-listed candidates’ level of Kyrgyz and Russian language proficiency during interview.)
- Candidate must also have an excellent working level/command of oral/written English to discuss information, provide written updates, reports and communicate effectively in English with Peace Corps staff. (PC will test short-listed candidates’ level of English proficiency during interview.)
- Willing and able to work on-site to consult and collaborate effectively with other parties engaged in the construction process (PC staff, Owner’s Engineer, Architect/Designer, construction crews, etc.). In addition to working on-site, also be readily by phone, email or for in-person meetings with Peace Corps staff, as required to fulfill the performance requirements of the job.
- Possess outstanding organization skills with the experience, acumen and ability to manage fast-paced, complex projects requiring flexibility and attention to detail to successfully manage project deliverables.
- Advanced proficiency/skills using Microsoft Project or other similar project management, planning and scheduling software tools .
- Excellent proficiency with Word, Excel and Outlook
- Have required computer equipment and relevant software applications (Microsoft Project, Work, Excel, PowerPoint, Outlook, or other project-management scheduling applications) to perform the scope of work.
- Able to perform effectively with minimal supervision.
- Demonstrated ability to communicate and work effectively in a multi-cultural work environment and to meet deadlines.
Projected Period of performance: March – November 2024
(Contract may be extended if project is not finished by the projected timeline)

IMPORTANT INFORMATION APPLICANTS ARE REQUIRED TO INCLUDE IN THEIR APPLICATION SUBMISSION TO PEACE CORPS:
- Applicants should clearly describe so the reviewer can understand:
- Education: Confirm degree and area/specialty of studies
- Experience: Provide clear examples of total years of relevant experience managing different construction projects, including specific examples of size and complexity
- References: Provide as many up to five relevant, professional references who can comment on your past work projects and performance (References should not be personal references or from family members)
- Equipment: Confirm in your application package if you possess all required computer/phone equipment to perform the Statement of Work
APPLICATIONS/CVs REVIEW PROCESS AND TIMELINE
- After the application closing date of February 14, 2024, Peace Corps will invite short-listed candidates for an initial meeting where Peace Corps will test short-listed candidates’ language (Kyrgyz/Russian/English) levels at this stage)
- Following this initial meeting, all short-listed candidates will be asked to submit – within three business days – their proposal of the hourly fee (rate) they would charge to manage the project and deliverables involved.
- After this process has been completed, Peace Corps will notify the final candidate to be selected for a contract award.
