The Climate Finance Center under the Ministry of Natural Resources, Ecology and Technical Supervision of the Kyrgyz Republic announces a competition for the full-time position of Climate Policy and Finance Expert.

 

Main responsibilities:

  • Monitoring of changes and responsibility for finding data and information regarding national strategies and plans, as well as revising policies, decrees and decisions.
  • Development of proposals for the Cabinet of Ministries, Ministry of Natural Resources, Ecology and Technical Supervision, government agencies of the Kyrgyz Republic and other stakeholders on the formulation of a national climate change policy and climate finance strategy including updated NDC, CIP, NAP, GCF Country Programming, Green Economy Programme and Plan etc.
  • Maintaining effective coordination of climate finance issues in the country.
  • Facilitate the mobilization of financial and technical resources for the implementation of climate policy.
  • Analyze and provide legal and operational support to all legislative / approving processes and ensure adherence to government policies and procedures.
  • Make proposals to the current strategic programs of the country, taking into account the priority areas of NDC, CIP etc.
  • Provide mentoring and training of CFC/PPF staff to facilitate capacity building in the area of national framework conditions (such as policy), participation and provision of necessary materials to prepare and conduct workshops and trainings for other stakeholders.
  • Preparation of analytical, informational and reporting materials.
  • Inform about modalities of access and requirements of GCF and other types of funding sources available in the country.
  • Maintain a detailed information base of all relevant policies, strategies and funding sources (multilateral, bilateral, regional) operating in the Kyrgyz Republic, as well as relevant institutions and relevant stakeholders (in particular, donor organizations; but also, private sector entities and potential entrepreneurs – candidates).
  • Conduct a preliminary assessment of potential investment projects and provide recommendations on them. Working with financial institutions of the Kyrgyz Republic to develop new financial instruments, conditions, etc.
  • Review applications for accreditation and prepare reports on the assessment of potential nominations for the director of the CFC.
  • Perform other tasks on behalf of the Director or Deputy Director of the CFC.

Competencies:

  • High level of understanding of, and good knowledge of Kyrgyz Republic’s national sustainable development, green growth, SDG and climate change frameworks; including policy development and stakeholders.
  • Strong communication and facilitation skills and ability to establish good working relationships with colleagues and stakeholders in a sensitive environment.
  • Ability to respond quickly to information needs and write clearly and concisely.
  • Good knowledge of GCF and other climate funds requirements, MDB requirements, fiduciary standards, environmental and social safeguards, and public financial management procedures and rules.

  • Understanding and experience of using various research methodologies, excellent data analysis and interpretation skills, and reporting skills;
  • Strong interpersonal and motivational skills and the ability to work with minimal guidance.
  • Computer literacy in Microsoft packages (MS Word, MS PowerPoint, MS Excel, Outlook).
  • Fluency in English (written and spoken).
  • Knowledge of Russian / Kyrgyz languages.

 

Required qualifications (academic qualifications and work experience):

  • Academic qualifications: Master’s degree in development science, public administration, finance, management, environmental sciences, or a related field, combined with extensive experience in a similar position of responsibility.
  • Work experience: At least 7 years of experience in policy at the national level (preferably in development and / or research).
  • Experience in the management and timely implementation of specific projects in the field of policy, advocacy and research.
  • Preferred previous successful participation and good knowledge of government agencies, non-governmental organizations; ideally international development agencies and donors.
