Background

International Alert is one of the world’s leading peacebuilding organisations, with 30 years of experience supporting communities, advising governments, organisations, and companies on how to build peace. Alert works with people to make a positive difference for peace; to improve the substance and implementation of international policies relevant to peacebuilding; and to strengthen the peacebuilding sector. Alert currently has field offices in 15 countries and was active in over 40 countries and territories across the world in 2014 in Sub-Saharan Africa, South and Southeast Asia, Central Asia and the South Caucasus, Europe, Latin America, the Middle East, and North Africa.

Objective

To establish a pre-approved list (database) of experts for the International Alert’s projects to be used to select Experts for engagement to various activities.

Criteria for selection of experts for the pre-approved list:

  • Experience of implementing governance and peacebuilding programmes in Kyrgyzstan, Kazakhstan, or Uzbekistan
  • Knowledge of M&E methodologies
  • Experience of financial administration gained in an NGO/INGO or with international organisations or projects.
  • Understanding and familiarity with conflict-sensitive and gender – sensitivity approaches to development
  • Familiarity with gender and development concepts
  • Strong experience in analytical work and research, policy brief development
  • Strong expertise in ecology and environmental policy and expertise in one or more of the following:
  1. Governance
  2. Gender
  3. Preventing violent extremism.
  4. Climate change and natural resource management.
  5. Media

Required skills and experience:

General requirement for experts in the project expert database:

  • Academic background in one of the following sciences: environment, economy, sociology, public policy, media, politics, security, research, public administration, environmental law, or other relevant fields.
  • Previous experience in conflict studies and environment, water management, local economic development, stakeholder engagement, monitoring, evaluation, internationally and in Kyrgyzstan, Kazakhstan, or Uzbekistan.
  • Experience in community development work.
  • Experience in writing proposals and fundraising skills.
  • Experience in conducting research and scientific work for not less than 5 years (preferably in areas of conflict prevention, peacebuilding, gender, environmental studies) and writing analytical reports on them (with submission of sample research reports).
  • Knowledge and understanding of thematic gender and peacebuilding related issues.
  • Experience in coordinating or participating in multi-stakeholder consultation processes and strategic/policy paper development.
  • Experience in facilitating the round tables, trainings, panel discussions.

Language

Fluency in written and spoken English and Russian. Knowledge of the local language (Kyrgyz, Kazakh, or Uzbek) is an advantage.

Experts must be able to demonstrate a commitment to the following core values:

  • Commitment to and understanding of International Alert’s peacebuilding vision, mission and approach and Alert’s values and ethics.
  • Proven experience ensuring confidentiality of information and data in research and data collection.
  • Proven understanding and commitment to safeguarding and child protection and applying this to research and activities.

Responsibilities:

Experts included in the pre-approved list of experts of the International Alert’s projects including but not limited to the “Living with dignity”, “Climate change and peacebuilding”, “STREAM” projects implemented in Central Asia countries of Kyrgyzstan, Uzbekistan, Kazakhstan, and Tajikistan are to be engaged as speakers, project staff, or participants for various online and face-to-face (subject to the epidemic situation) expert discussions conducted within the framework of the project.

Methodology and Deliverables

Depends on case-to-case consultative assignments within the framework of the project. A specific Term of Reference (ToR) outlining the outputs for each assignment shall be provided and a Consultancy Contract will be issued to the consultant, detailing the time frame directly by the contracting unit/office. Conditions of a particular assignment may be negotiable.

Applications to be submitted from 10 August till 24 August 2023.

Entry into the expert roster system does not necessarily mean that contract with International Alert is guaranteed. This will depend on forthcoming needs.

Where a request for services arises, the International Alert unit/office in need of the service shall directly contract the consultant from the roster without the need for further selection process.
