Background
The first phase of the “ARAKET: for better life in the new settlements in Kyrgyzstan” Project was launched on the 1st of February 2023 and will run for four years (2023 – 2026). The Project is funded by the Swiss Embassy and implemented by GFA Consulting Group in Hamburg, Germany. It is implemented in seven new settlements in Bishkek city and three new settlements, and a set of dormitories in Osh city.

The overall goal of the Project is to contribute to the improvement of the livelihood of the residents in the new settlements and to the reduction of their vulnerabilities through increased responsiveness of local authorities to their problems, through better and equal access to public services, and better income and employment opportunities. The Project has one Outcome and three Outputs.
•The Outcome of the Project is that the residents of the new settlements are enabled to claim their rights, to access public services and better economic situation.
•Output 1: Local authorities are responsive to address problems/issues in the new settlements.
•Output 2: Residents in the new settlements have access to public services and cultural, sports and leisure activities
•Output 3: Job/income opportunities are improved for women in the new settlements.

To address women’s employment/entrepreneurship-related challenges in the selected new settlements, Output 3 of the Project aims to ensure that job/income opportunities are improved for women in the new settlements. To achieve this, the project implements three specific activities:
1) to facilitate the access of women in the new settlements to better employment through the provision of coaching services, mapping and creating better links to private businesses in and around the new settlements (Activity 3.1);
2) to build capacities and skills of unemployed and employed women in the new settlements through improving their financial literacy and access to short-term skills training and VET programs (Activity 3.2);
3)to support strengthening women’s entrepreneurial skills and create opportunities for networking, consultations, and exchanges of experience with successful business-women. Create opportunities for business mentorship to start or expand their own micro-business initiatives in the settlements (Activity 3.3).
Implementing partners
Activities of Component 3 are implemented by SheStarts and MSDSP KG. SheStarts is responsible for carrying out Activities 3.1 and 3.2 in the settlements located around Bishkek city.
Promoting equal rights and responsibilities of women and men in the households and employment/income-generating matters
Under activity 3.1, SheStarts will conduct three events in September, October, November 2023 to raise awareness of families (women and men from the target new settlements) about equal employment rights of women and men and equal responsibilities for household and family matters. According to the project document (ProDoc), the event will promote key messages targeted at families, notably women, who have participated in the Araket training and their husbands or male members of the family, to challenge and change the existing attitudes towards “feminine” and “masculine” occupations, promote the creation of favourable environment for women’s involvement in employment and entrepreneurship by sharing household responsibilities equally between men and women.
Concrete responsibilities of the Consultant
The Consultant undertakes, on the conditions, within the limits and in the manner laid down by common agreement to perform the following tasks:
1. Assist the SheStarts under the Project task 3.1 which aims at conducting coaching and awareness-raising session at the SheStart events in September, October, and November 2023 (i.e., three sessions in total). The key topic of the sessions should be equal rights and responsibilities of women and men in the households, family, and employment/entrepreneurship matters. Each session should focus on a specific topic within the overarching theme of gender equality (e.g. interpersonal communication skills for Session 1). The topic of each session to be coordinated and agreed with She Starts before seminar/training. The plan and other materials should be coordinated with SheStarts in advance of the session.
2. The work of the Consultant should be agreed with the implementing partner – SheStarts. The Consultant should work closely with the Project’s National Expert on Component 3, Kanykey Jailobaeva, with the assistance of the Project Management Unit.
3. The Consultant’s entire work process will be constitute three working days.
Skills and qualifications
•Previous experience (at least three years) in conducting coaching sessions and awareness- raising session on equal rights and responsibilities of women and men in the household, family, and employment/entrepreneurship matters;
•Availability of developed and tested materials on equal rights and responsibilities of women and men in the household, family, and employment/entrepreneurship matters;
•Qualification in the relevant field (e.g., psychology, sociology, social psychology, coaching, personal development);
•Experience in conducing coaching and awareness-raising sessions in Kyrgyz language.
Deliverables
•Producing a plan per the objective of the coaching and awareness raising events to be conducted by SheStarts;
•Delivering three coaching and awareness-raising sessions on equal rights and responsibilities of women and men in the household, family, and employment/entrepreneurship matters;
•Producing a short report on the conducted coaching and awareness-raising sessions.
