Search for Common Ground (Search) is seeking experienced external consultants to conduct a Landscape and Gaps Analysis for the SHE LEADS Project.
The analysis aims to understand the trends, issues, stakeholders, online channels  and opportunities in order to address technology-facilitated gender-based violence (TFGBV) in Central and South Asia, and ensure safe online engagement for women and girls in this region.
Research Locations: Kyrgyzstan, Pakistan and Uzbekistan
General Timeline: Commencing from February to May 2024; the final report is expected in June 2024
Tentative (Maximum) Budget Ceiling: USD 40,000

Main Objectives of the Research:

    • Search is interested in understanding the experiences and resilience strategies of women and girls in online spaces in Central and South Asia, particularly in the target countries, and how the civil society, government, private sector, tech companies and other relevant stakeholders respond to cases of technology-facilitated gender-based violence.
    • Search is also interested in understanding the link between improved TFGBV awareness, prevention and response and the ability of women and girls to access online spaces and use technology safely and freely. The analysis includes assessing and recommending strategies for gender equality and social inclusion.

Consultant Responsibilities/Requirements:

    • The selected consultants/firm is fully responsible for the development of the research design including methodology, sampling, and research schedule,in consultation with the project team and consortium partners, which will be detailed in the inception report and research tools (questionnaires and guides for in-depth interviews or focus group discussions).
    • The consultant(s) are tasked with overseeing the training of data collectors, setting up data collection systems, and actively participating in the process to ensure information integrity.
    • Additionally, they will provide meticulous oversight of data coding and analysis for accuracy.
    • Responsibilities also include the timely submission of all original data to Search.
    • Subsequently, consultants will produce an analytical report, aligning it with Search’s template.
    • Consultant(s) should be fluent in English (and knowledge of Russian is an asset).
Interested candidates are invited to submit a Letter of Interest describing their experience, expertise and interest in carrying out this research, including the ability to travel in the target countries (or having locally-based structures in place).

Detailed terms of reference will be provided to the qualified candidates for discussion, after which they will be asked to submit the full proposal.
Only shortlisted candidates will be invited to proceed to the next application stage, including an interview.
