  1. Introduction

Abu Dhabi Kyrgyz Investment ADKI is seeking proposals from qualified accounting firms to provide comprehensive accounting outsourcing services. The selected service provider will manage the day-to-day accounting functions and ensure compliance with all relevant regulations.

 

  1. Project Overview

ADKI requires accounting outsourcing services to manage its financial processes efficiently and ensure the integrity of its financial records. This will include general bookkeeping, financial reporting, payroll, accounts payable/receivable management, tax compliance, and other related tasks.

The key objectives of this engagement are:

  • Accuracy and Compliance: Ensure accurate financial reporting and adherence to all applicable regulations.
  • Efficiency: Streamline and automate accounting processes to reduce administrative burden.
  • Cost-Effectiveness: Provide accounting solutions that are cost-effective while maintaining high standards of service.

 

  1. Scope of Work

The scope of services required includes, but is not limited to, the following:

  1. Bookkeeping: Maintain accurate and up-to-date financial records, including data entry, ledger maintenance, and account reconciliations.
  2. Accounts Payable/Receivable Management: Ensure timely payment of bills, invoicing, and follow-up on receivables.
  3. Payroll Processing: Manage payroll for 10 – 30 employees, including tax deductions, benefits, and year-end payroll reports.
  4. Financial Reporting: Prepare monthly, quarterly, and annual financial statements, including profit and loss statements, balance sheets, and cash flow statements.
  5. Tax Compliance: Manage tax filings, including corporate tax returns, VAT, and other relevant taxes.
  6. Audit Support: Assist with the preparation of documents and reports required for internal or external audits.
  7. Budgeting and Forecasting: Provide support for budgeting and cash flow forecasting as needed.
  8. Regulatory Compliance: Ensure compliance with local and international accounting standards and regulations.
  9. Salary Scale Development: If within the scope of your services, provide assistance in developing a salary scale for staff roles based on the Kyrgyz market, including benchmarking data and relevant salary structures.
  10. Other Services: Additional ad-hoc financial and accounting tasks as required.

 

  1. Deliverables

The selected service provider will be responsible for the following deliverables:

Quarterly Financial Reports: Delivered by the end of each quarter, covering the previous quarter’s financial performance.

Quarterly Reviews: Comprehensive reports detailing financial health, risk areas, and recommendations for improvements.

Tax Filings: Accurate and timely submission of all tax documents by legal deadlines.

Annual Financial Statements: Complete financial reports for the fiscal year, prepared for audit purposes.

The following key requirements should be met by the service provider:

  • Expertise in the relevant accounting standards
  • Proven track record of handling similar accounting functions for companies of a comparable size and scope.
  • Ability to meet strict deadlines for reporting and tax compliance.

  2. Experience and Expertise: Description of the firm’s experience with similar clients and its familiarity with relevant regulations and accounting standards.
  3. Proposed Approach: Outline the approach and methodology the firm will use to meet the objectives and deliverables outlined in this RFP.
  4. Key Personnel: Details of the team that will be assigned to this project, including relevant qualifications and experience.
  5. Technology and Tools: Information on accounting tools and software that will be used.
  6. Pricing Structure: A detailed breakdown of costs, including any one-time setup fees, ongoing fees, and additional charges for any ad-hoc services.
